The project is part of the Local Improvement Finance Trust initiative, a Government scheme launched to increase both the number and quality of modern buildings delivering health and social care services in local communities throughout England. Quayle Munro, the independent merchant bank, has acted as financial adviser to NNT Lift Co since the project began. Quayle Munro advised on completion of tranche one in May 2004, making it at the time one of the earliest Local Improvement Finance Trust projects.  Initial phases of the second tranche of the project were completed in November 2006 and September 2007. The first phase saw work commence in Dudley, Shiremoor and Gosforth, while the second phase involves the further development of a local authority building in Beyker
