Stephen specialises in advising education clients on all aspects of funding and project structuring, particularly in relation to student accommodation provision, in the UK and Ireland.

Stephen recently advised University of Exeter on its £130m student accommodation transaction with University Partnerships Programme, and the development of an international student centre in partnership with INTO. He is currently advising the University of Edinburgh and University College London on student accommodation, and University College Dublin on debt raising. He recently advised University of West of Scotland on its £26m loan facility for funding of new build student accommodation, and Forth Valley College on its loan facility and acquisition of the Stirling Centre campus. He also advises other public and private sector bodies on PPP transactions, particularly in the transport and health sectors. Stephen advised the Scottish Government on its Policy and Financial Management Review of Highlands and Islands Airports.

Stephen joined Quayle Munro's Edinburgh office in May 2001 from FirstGroup, having previously worked in engineering consultancy and the public sector.

He graduated from Glasgow University with a BEng (1st Class Hons) in 1987, Napier University (MPhil) in 1990 and Heriot Watt (MBA) in 2002. Stephen is a Chartered Civil Engineer.
