Moray takes a leading advisory role in Infrastructure Finance, for both public and private sectors and is responsible for a number of innovative funding strategies on projects, particularly in the health, education and waste management sectors. He has recently advised on the project finance arrangements for the Tayside Mental Health scheme, the first Non Profit Distributing (NPD) project in the Health sector; and Midlothian and Clackmannanshire Community Hospitals, via the Private Finance Initiative. He also advised a consortium of Trillium and Pell Frischmann on the Blackpool, Oldham and Rochdale Street Lighting projects, and several education projects, including financing Dundee Schools using an index linked bond. Moray is involved in the development of the NPD and HUB models in Scotland, both of which, are creating new opportunities to structure projects differently to meet the needs of the public sector. Moray has also represented the company on a number of SPV boards.
Prior to joining Quayle Munro's Edinburgh office in 1999, Moray worked for the Royal Infirmary of Edinburgh as Project Finance Manager for the New Royal Infirmary project. Before that he worked for the Seattle-based software firm, Aldus, where he was responsible for consolidation of European results.
Moray qualified as a Chartered Accountant with Ernst & Young in Edinburgh after graduating with a BA in Accountancy and Finance from Heriot Watt University.
